Latvian eParaksts Mobile

1. Service Introduction

Latvian eParaksts Mobile is a national-level electronic signature / identity recognition solution in Latvia, provided by the Latvian National Radio and Television Centre (LVRTC). Users can perform electronic signature operations through a mobile application (mobile device) without relying on physical smart cards or card readers.

This solution not only supports strong identity authentication but also supports the generation of qualified electronic signatures (QES) compliant with eIDAS regulations, making the signed documents legally binding.

2. Region

eParaksts Mobile is a nationwide electronic signature service in Latvia, operated and managed by the national agency LVRTC. It is part of the eID system supported by the Latvian government.

The eParaksts platform is maintained by the official Latvian eParaksts website, providing docking, signing, verification, and API services.

4. Dependency Requirements

To use eParaksts Mobile for electronic signature operations, the following conditions are usually required to be met:

• Device and Application: The eParaksts Mobile application must be installed on a smartphone or tablet in a supported environment.

• Secure Environment: The device must have a Trusted Execution Environment (TEE) or an equivalent secure physical storage area to meet the security requirements of eIDAS.

• Identity/Certificate Activation: Users need to activate their mobile signature certificate on the eParaksts platform (eparaksts.lv) or an authorized service center.

• PIN Input: During signing, users need to enter PIN2 (signature PIN) to confirm the signing operation. Typically, the signing operation must be preceded by user authentication.

The platform provides services such as signing, verification, and document processing. It supports various signature container formats (such as ASiCE, XAdES, PAdES / PDF) and batch signing functions.

5. Compliance Statement

eParaksts Mobile operates in accordance with the EU eIDAS Regulation (Regulation (EU) No 910/2014) and is a qualified trust service (Qualified Trust Service), making the electronic signatures it generates recognized throughout the EU.

The eParaksts platform is maintained by LVRTC as the only qualified electronic identification service provider (Qualified Increased Security e-ID provider) in Latvia with enhanced security, ensuring compliance with technical and legal standards.
