Estonian ID-Card is a smart card issued by the Estonian government, with an embedded chip containing a signature certificate, which can be used to generate a qualified electronic signature (QES) that complies with regulatory requirements. Users can use this card to electronically sign documents in public and private electronic services, achieving digital signatures with legal effect.
Estonian ID-Card is available to all residents of Estonia (citizens and legal residents) and is widely used in Estonia’s national electronic identity system. This system is a core component of Estonia’s “e-Identity” system.
To use the Estonian ID-Card for electronic signatures, the following are usually required:
The smart card itself (i.e., the Estonian ID-Card) and a compatible card reader.
Desktop software (or client software that supports the card) to communicate with the card reader and process the signature certificate.
Browser or system environment that supports smart card middleware/drivers so that the card can be recognized and used by the operating system.
The Estonian ID-Card complies with the EU eIDAS regulation, supports Qualified Electronic Signature, and can obtain the corresponding legal effect in all EU member states. As a government-issued electronic signature method, its legal validity and credibility are recognized both domestically and internationally in Estonia.
